What the one-in-five figure measures
Ecology reports that electric and plug-in hybrid vehicles made up approximately 20% of Washington’s new vehicle sales in 2025. The agency’s figure is approximate; it does not provide a more precise percentage in the cited statement. The wording refers to new sales, not the total registered fleet. How the 2024 registration breakdown compares
A separate, more detailed snapshot is available for calendar year 2024. The Alliance for Automotive Innovation, using S&P Global Mobility data, reports 287,900 new vehicle registrations in Washington that year. Its rounded powertrain shares show 17.5% electric vehicles and 3.3% plug-in hybrids, or 20.8% combined. Because the component percentages are rounded, the combined figure is approximate as well. Which vehicles count as electric or plug-in hybrid?
A battery-electric vehicle (BEV) runs on an electric motor powered by a battery that is charged by plugging in. A plug-in hybrid electric vehicle (PHEV) also plugs in, but it has another fuel source—such as gasoline or diesel—for an internal-combustion engine. The reported EV/PHEV grouping includes plug-in hybrids; it does not mean all hybrids are included. Washington State Department of Transportation

Why the total registered fleet is a different number
Washington had 223,995 registered EVs in 2024: 177,151 battery-electric vehicles and 46,844 plug-in hybrids, according to WSDOT’s Gray Notebook, which cites the state Department of Licensing. Those are counts of vehicles in the registered fleet, not the percentage of new vehicles registered that year. Washington’s EV standards and charging context
Ecology describes light-duty vehicle standards that increase manufacturer sales requirements over time. The agency also notes that portions of some standards are temporarily paused in response to federal actions and are being challenged in court; its page says manufacturers as a group were on track to exceed the 2025 requirement. The regulatory status is subject to change, so the agency’s current light-duty standards page is the reference for updates.
